Netiv was founded in response to a growing recognition that Canada’s healthcare system is not underperforming because of isolated policy choices or temporary crises, but because it was designed for conditions that no longer hold, and were perhaps never valid. As complexity increases, structures built for linear planning and centralized control struggle to adapt.
Over time, hyper-centralization and monopolistic governance has constrained the system’s capacity to learn. Innovation has become permission-based rather than system-driven. Variation is treated as risk instead of a source of insight. Promising interventions emerge, demonstrate value in specific contexts, and then stall, failing to translate into sustained, system-level improvements.
Despite abundant data and expertise, the system lacks a way to observe its own behavior, learn across contexts, and reintegrate insight into governance and operational design. This absence of structured, system-level learning requires a new kind of institution.

Complex systems science is a multidisciplinary field that studies how outcomes emerge from interactions among interconnected components rather than from linear cause-and-effect relationships.
It focuses on systems characterized by nonlinearity, feedback loops, adaptation, and uncertainty, where small changes can produce disproportionate effects and where stability and instability coexist.
In applied contexts such as healthcare, complex systems science provides the conceptual and analytical tools needed to understand systemic fragility, anticipate cascading failures, and design structures capable of learning, adapting, and performing under conditions of uncertainty.
